〖Duties of the bureau〗

1. Carrying out the guidelines, policies, laws and regulations on water conservancy of the state, province, municipal government; making out the development strategy of the district water conservation and the middle and long term plan as well as year round plan; drafting the policies and regulations documents on the water conservation throughout the district as well as supervising the related execution.
2. Managing water resources (water in air, on ground and underground); drafting long term water supply and demand plan and water allocation scheme and the corresponding execution; organizing the demonstration of the national economics gross plan, city plan and key construction program; organizing the carrying out of the water approval system and the water resources fee charging system; distributing the testing report on water resources and the water quality.
3. Drafting water saving policy, making water saving plan and related standard, organizing, directing and supervising the water saving work.
4. drafting plan on water resource protection according to the related laws, regulations and standard of the national resource and environment protection; organizing the division of the water function district and the control of the waste discharging to the drinking water area; testing the quality and the quantity of the underground water and the surface water, and examining he waste holing capacity of the water area; putting forward opinions on limiting the waste amount discharged; if the discharging outlet is to be newly built or expanded, it should be approved by the water administrative department at first.
