Human resources bureau
of Fushan district, Yantai (united with
Fushan district government bodies administration
office) consist of 5 sections: office, employment
and transfer section, salary and farewell
section, technology cadre management section,
and graduate job section; and 2 departments:
technology personnel exchange and service
center of Fushan district, Yantai and examination
center of human resources bureau of Fushan
district, Yantai. District government bodies
administration office consists comprehensive
section and departments register management
office.

¡¼Responsibility of
the district personnel bureau ¡½
1. To implement
guidelines, policies, laws and regulations
on the personnel made out by the Party or
the Central government; to draft policies
and regulations on personnel administration
in the district, and implement them.
2. To be responsible for the macroscopic
plan, construction adjusting and macroscopic
management of the personnel administration
in the departments; administrate the personnel
and salary plan in the departments and the
public services; to check on the salaries
of the staff working in the departments
directly administrated by the district government.
3. To study out innovation plan and scheme
on department personnel system throughout
the district and put them into practice;
direct the personnel system innovation coordinating
with the related departments.
4. To be responsible for the team construction
of the public services; to draft regulations
management on public services and put them
into practice.
5. Comprehensively manage the construction
of the technician team throughout the district;
to draft policies and measures on technician
team construction in the district, and put
them into practice; to take responsibility
in the title appraisal work in the district;
establish separate organism on title appraisal
system and the employment system; to draft
the policies and measures on the title appraisal
and employment of the technicians in the
district; to administrate the implementing
of the qualification appraisal, testing
and the career qualification system of the
professional technicians; organize and direct
the rate appraisal work for the technician
in the departments and public services;
to be responsible for the recommendation,
selection, and comprehensive administration
of the experts, top technicians, who enjoy
a special allowance of the state, and the
leaders in a certain technology or subject
field; to push the development of post doctor
system and manage the work of them.
