11. Together with the related department researching policies on the scientific and technological personnel, taking responsibility in the managing of the science and technological personnel, and the training of the deputies of patents.

13. Administratively execution of the law, checking and punishing the cheating acts in the patents and handling on the dissension about patents, and supplying appraisal opinion to People’s court or the related departments.

Carrying out favorable policies and measures on patents; taking charge in the management of the capitals of patent execution and the patent application, and organizing the execution of important patent technologies; directing intelligence poverty system and corporations, technology research units, colleges and academies in the work of patent; taking responsibility in recommending patent industrial parks and districts.
15. Managing the patent technology market and patent trade approval according to the related regulations; supervising and managing the intelligence poverty, patent work and patent technology development fund related in the technology exporting &importing trade according to the law. Examination and approval, managing and supervising the organizations named with patent and the trade negotiation meeting nominated with patent.
