〖Duties of the bureau〗

1. Carrying out the guidelines, policies, laws and regulations of the state, province or city on scientific and technological work, intelligence poverty and the patent work; drafting the policies and regulation documents on technology development, intelligence poverty and patent protection, as well as accelerating the development of the economics and society by science and technology.
2. accompanied by the related department making as well as organizing the related execution of the planning of the science and technology systems innovation and the science and technology creation system.
3. Research to designate the leading area for science and technology development; drafting and organizing the related execution of the long term plan as well as the year round plan on science and technology development, intelligence poverty and patent work in the district.
4. allocating reasonably science and technology expenditures; taking charge in the budget and final account of the expenditures such as the scientific causes fees and the technological “3 fees” in the district that is charged by this bureau.
5. research to draft policies and measures on strengthening the development of the high and new technologies; taking charge in the drafting as well as organizing execution of the high and new technology development and tacking key and difficult problems plan, science and technology creation engineering and the social development plan.
6. drafting policies and measures on high and new technology industry and organizing the execution of these measures and policies; directing scientific and technological fruit turning into productivity; drafting and organizing the execution of the torch plan, spark plan, fruit popularization plan; taking charge in the examination and approval of the transferring program on the high and new technology fruit and the high and new technology enterprises.
