〖Responsibility of the department〗

1. 2. Studying out the development plan of the district, middle and long term, year round plan on the communication industry development according to the layout plan of the state, provincial and city on the development of the communication industry, and putting it into execution.
3. Analyzing comprehensively to forecast the situation of the communication industry, directing and organizing the innovation of the system in the communication industry, inducing the optimizing of the construction of the communication industry, coordinating its development.
4. Supervising and managing the transportation market of the road and waterway and the construction market of the infrastructure in the communication industry; making out he equal-competing order of the high way and the water way communication industry, regulating the market behavior and making out he market layout.
5. Organizing the construction of the communication engineering, taking responsibility in the supervision and management of the quality of the communication infrastructure program.
6. Taking responsibility in the construction and the maintenance of the roads throughout the district and the affiliate facilities; taking charge in the management of the road policies, protecting the road property right according to the law; taking charge in the management of the controlling of the constructions on the sides of the road; coordinating the road department in the layout and construction of the state and province road.
7. Organizing and coordinating in the unite transportation through road, railway, waterway and air, organizing the execution of the transportation of the key and urgent materials and the military transportation, taking charge in the management of utilization of the district railway special line.
