〖Responsibility of this administration〗

1. to implement guidelines, polices, laws and regulations on the construction of city and town, construction industry, aerial defence and city management of the central, provincial and municipal government; to draft polices and regulations on city construction, village and town construction, program construction, building industry, construction industry technology and science development, real estate comprehensive development, designing and consultant agencies, city planning facilities management, public utilities, environmental sanity, gardening, comprehensive management of the city, and aerial prevention management
2. to make out development plan, middle and long term plan and yearly scheme for city and town construction and building industry in the district; to take participation in the approval on the general layout of land utilization and the related work; to draft middle and long term plan and yearly scheme on public utilities, gardening, environmental sanity and the comprehensive management of the city in the district, and to draft layout for aerial defense in the area and put it into practice.
3. to take lead in the study and implementing of urbanization strategy, and to promote the progress of urbanization utilizing market mechanism. To take participation in the fixed assets investment plan in the course of urbanization construction; to be responsible for the maintenance of the public facilities and the carrying out of the construction programs, to take participation in the examination and acceptance of the significant infrastructure programs in the city.
