To make out the finance management system for the administrative departments; to make out the standards, quota, yearly expenditure budget and the capital budget for special capital for a certain departments; to be responsible for the supervision of the implementing of the budget in the departments and to trace down some special capitals; to approve the yearly budget of the related departments and unions; to participate in the examination and approval of the charging items in the culture and education departments and the confirmation of the related standards and the quota management of the administrative staff, communication tools and the vehicles.
4.Social security section
To participate the drafting of the social security policies and regulations; to bring forward social security budget draft in the district level; to study out the opinions on expenditure standard, quota, yearly expenditure budget and the arrangement of the special capital in combination with the related departments; to be responsible for the supervision of the implementing of the budget by the related departments; to trace down the application of the special capitals; to study out the capital employment measure of the program capital for the departments and unions; to administrate all kinds of social security fund and reemployment capital in the district level; to make out level of pension for staff in the departments and the unions directly administrated; to be responsible for the supervision and management of the individuals of the social security funds; to look through and approve for the yearly budget of the related departments and unions
5.Economics construction section
Bring forward middle and long- term investment plan in our district and study it out in combination with the related departments, take participation in the arrangement of the programs; supervise the implementing of the expenditure budget of the various infrastructure construction capitals and the planning for the appropriate capitals and the loan; to implementing the financial management system on infrastructure; to examine and approve the financial final account of the infrastructures; to be responsible for the finance management of the infrastructure appropriate funds for the local programs which is arranged by the superior department with assigned capital; to make out fund balance system, measure, and supervise the implementing of them; to be responsible for the approval of the cost of the programs in the district and the budget and balance of the programs; to take participation of the evaluation and demonstration of the significant programs; to charge and administrate on the mineral resources compensation fees in combination with geological and mineral departments; to put the corporation finance system in construction and real estate development corporations into practice; study out outlay expenditure standard, quota, yearly layout budget and the arrangement of the assigned capitals in combination with the related departments; to take responsibility in the supervision of the implementing of the related departments; to trace down the utilization of the assigned capital; to make out the financial management measure on the utilization of the capitals in departments, unions and assigned for special programs; to audit and authorize the yearly final budget in the related departments and unions.
